REFORM
INTRODUCTION
The Department of Agriculture, Land Reform and Rural Development (DALRRD) seeks the services of a qualified firm or consortium of firms to develop Land Use Schemes (LUS) for Lepelle-Nkumpi and Modimolle-Mookgophong municipalities in Limpopo Province. DALRRD has since 2017 developed land use scheme guidelines to guide municipalities in the process of developing a land use scheme according to SPLUMA requirements. Following ongoing monitoring of municipalities' compliance with SPLUMA requirements, the department further developed a LUS template for municipalities to customize.

It includes land use and development incentives to promote the effective implementation of the spatial development framework and other development policies; Inclusion of land use and development provisions specifically to promote effective implementation of national and provincial policies; and. A change in the conditions of the land use plan, except for a change that may significantly change or affect the conditions related to the use, size and scope of buildings and the intensity or density of land use.
The Land Use Schemes must note and comply with national and provincial policies and legislation (especially chapters 5 & 6 of SPLUMA 2013), including but not limited to the municipal by-law, municipal Spatial Development Framework and Comprehensive 2017 Land Use Scheme Guidelines as published by the department. The current challenges and issues in relation to the current Land Use Management System in the municipality. Categories of land use zoning and regulation for the entire municipal area (scheme clauses and associated maps).
Transitional measures, where necessary, to ensure that a municipal land use plan incorporates all land uses that properly exist and provides mechanisms to migrate such land uses and associated rights to the newly developed wall-to-wall scheme. Provides mechanisms to link land use rights to the municipal evaluation system and other applicable systems to form a complete land use management system. Application content and format/forms must be linked with electronic municipal land management tool (developed by DALRRD).

Certified copies of all certificates, references, professional registration and related certificates for all members of the proposed team must be attached. Notwithstanding everything written in these conditions, the responsibility for collecting information necessary for the successful execution of the project remains entirely with the service provider.
Award of the bid will be subject to the Service Provider's express acceptance of the DALRRD Supply Chain Management general contract conditions. Any proposals during the progress meetings, once accepted by both parties, will form part of the contract. The invoices must include the order number from the Department of Rural Development and Land Reform which will be provided to the chosen service provider upon acceptance of the proposal.
Copyright in respect of all documents and data prepared or developed by the Service Provider for the purpose of the project shall vest with DALRRD. All team members must be available for the duration of the project and the service provider is not allowed to change the composition without prior permission from the department. During the execution of the project, the service provider will be expected to submit progress reports and attend meetings at intervals as determined by the project team or steering committee managing the project.

The evaluation of the functionality will be evaluated individually by the members of the Bid Evaluation Committee in accordance with the following functionality, criteria and values.
