LEGISLATIVE PROVISIONS

Section 121 of the Local Government: Municipal Finance Management Act 56 of 2003 (MFMA) stipulates that “

Every municipality and every municipality entity must for each financial year prepare an annual report in accordance with this Chapter. The council of a municipality must within nine months after the end of a financial year deal with the annual report of the municipality and of any municipal entity under the municipality’s sole or shared control in accordance with section 129. The purpose of an annual report is-

• To provide a record of activities of the municipality or municipal entity during the financial year to which the report relates;

• To provide a report on performance against the budget of the municipality or municipal entity for that financial year; and

• To promote accountability to the local community for the decision made throughout the year by the municipality or municipality entity

The annual report of the municipality must include-

• The annual financial statements of the municipality, and in addition, if section 122

(2) applies, consolidated annual financial statements, as submitted to the Auditor General for audit in terms of section 126 (1);

• The Auditor General report in terms of section 126 (3) on those financial statements.

• The annual performance report of the municipality prepared by the municipality in terms of section 46 of the Municipal System Act;

• The Auditor General’s audit report in terms of section 45 (b) of the Municipal Systems Act.

• An assessment by the municipality ‘s accounting officer of any arrears on municipal taxes and service charges;

• An assessment by the municipality’s accounting officer of the municipality’s performance against the measurable performance objectives referred to in section 17 (3) (b) for revenue collection from each revenue sources and for each vote in the municipality’s approved budget for the relevant financial year;

• Particulars of any corrective action taken or to be taken in response to the issues raised in the audit reports referred to in paragraphs (b) and (d)

• Any explanation that maybe necessary to clarify issues that in connection with the financial statements;

• Any information as determined by the municipality;

• Any recommendations of the municipality’s audit committee; and any other information as may be prescribed.

• To provide a report on performance against the budget of the municipality or municipal entity for that financial year; and

• To promote accountability to the local community for the decision made throughout the year by the municipality or municipality entity

MAYOR’S FORWARD

A the end of the last financial quarter for Municipalities, His Excellency President Cyril Ramaphosa on the 23 March 2020 declared Corona virus pandemic as a National disaster for South Africa which promulgated to the lockdown which commenced on the 26 March 2020.

Lockdown affected all South Africans from National, Provincial, District and Local Level. Mthonjaneni Municipality and all other organs of the state and private businesses were required to close down and everyone was forced to stay at home not unless he/she is an essential services employee. We were at the 3rd quarter of our 2019/2020 financial year during that time, our plans, budget and service delivery was negatively affected.

At the beginning of June 2020, Our Municipality took a firm decision of hiring a private doctor and lancet laboratories to screen and test all municipal Councillors and employees before they resume working. Results reveal that 19 employees and councillors were tested positive as a result the municipality had to close down and allow all the Department of Health precautionary measures to stop the spreading of corona virus to take place.

Face mask and sanitizers were given to Amakhosi aseNdlunkulu, Pastors of different churches, Melmoth Taxi Association, Mthonjaneni Bus Services, Melmoth Informal Traders and to all ward councillors were given 1000 sanitizers and 1000 face mask to curb the spreading of corona virus. All public Transport vehicles were also disinfected and sanitized to combat the spreading of the virus. Consequently, the number of infection remains low as possible in Mthonjaneni and we managed to limit the number of deaths because of the pandemic.

Despite that, we remain resilient to serve the community of Mthonjaneni and completing our infrastructural projects which were on progress during lock down. We managed to complete and handed over a R3.6 million, Mehlamasha Community Hall in ward 06 and we also constructed Noziphiva Gravel Road in ward 10 which cost R6.8 million. The municipality also completed an Urban Roads Rehabilitation Project (Phase 5 in ward 3) which cost R13.8 Million. This was a multi-year project as it was commenced on the 2018/2019 financial year up until 2019/2020 financial year. All the above projects are now complete and were handed over to the community.

In December 2019, we had a successful Nyusi Volume event in collaboration with UKHOZI FM. Our Nyusi Volume event was divided into 4 days event, we started with a 5km Walk against Women and Children abuse, Staff and Wellness day, Main Event which was a Music Festival and we close with a

Prayer on Sunday. With this event we managed to attract more that 20 000 people to our small town Melomth. Influx of people they spent their money here as a result we have seen a boom in our local economy. The economy of Melmoth B&Bs and other accommodation places in the nearest municipalities were fully booked and the demands for local businesses were high and their stock was sold out. Even the street dwellers they benefited because they were allowed to sell their products to the venue of the event.

Mthonjaneni also assisted last year matriculates with bursaries to register in various universities in South Africa. Six students from all 13 wards in total 79 students were sponsored with bursaries from the municipality. They were given registration fees and municipality also identify employees to communicate direct with universities to monitor the progress of all bursary beneficiaries.

We managed to send our Maidens to eNyokeni kwaNongoma to the Annual Reed Dance Festival. More than 13 buses from all 13 wards were transporting Mthonjaneni Maidens to eNyokeni.

Women’s Month Celebration event also successful and we are very happy for that. We will continue to support women and children especially those who are forming businesses and co-operatives.

Local Economic Development at the Municipality also supported Mthonjaneni residents who filed request for assistance on their co-operatives. More than 13 co-operatives from all wards of Mthonjaneni were benefitted and they were trained on how to run their business.

This has ensured that the municipality is able to effectively achieve its constitutional mandate of delivering quality services to its citizen, as well as to uphold and implement principles of good governance.

The municipality’s progress bears testimony to the community of Mthonjaneni through investment we made on the infrastructure projects. The adverse socioeconomic conditions within which the municipality operates includes high unemployment rates, particularly youth unemployment, high HIV/Aids infection rates and social ills, backlogs in infrastructure especially in relation to access roads within the deepest rural areas and water and sanitation services, and a low revenue generation rate.

As Mthonjaneni Municipality, we have met the targets set out in our Municipal Integrated Development Plan (IDP), organisational scorecard and the Municipal Performance Plan. Our Municipal Performance Plan is linked to the Municipal Service Delivery Budget Implementation Plan (SDBIP). Through our annual public participation process we have engaged with our citizens and took their concerns and suggestions into our plans.

Council has successfully completed all its infrastructure projects for this financial year.

These include construction of various rural and urban roads, early childhood development centres, community halls. The allocation we received through MIG has been used towards the best interest of our people as we ensured that projects that were identified for this financial year are implemented. Here are the lists of Capital Projects we manage to construct in the 2019/2020 financial year:

• Melmoth Urban Roads Ward 3

• Nungwini Gravel Road in ward 1

• Mfule Gravel Road in ward 4

• Manzawayo Gravel Road in ward 5

• Thubalethu RDP electrification

• Noziphiva Gravel Road in ward 10 and

• Mehlamasha Community Hall in ward 6

Our Fire and Emergency Centre and our Traffic Centre continue to offer quality services to our people premised on the Batho Pele Principles.

Council has ensured that all measures of compliance in procurement and HR are adhered to through on-going oversight and due diligence.

As a municipality, we also have a functional Audit Committee through which we hope to obtain an administration of unqualified Audit Opinion. I would like to express my sincere gratitude to the Political leadership and the council of the Municipality and to my staff members who have worked tirelessly to ensure the smooth operation of the Municipality despite working within an often-challenging environment.

1. Demographic Characteristics

Population Statistics and Location / Settlements

The 2019/2020 Mthonjaneni IDP Review makes use of the 2011STATSSA Census data and the 2001 Census information. The municipality acknowledges that Stats SA conducted a Community Survey in 2016 however the ward information has not been released by stats SA and as a result this IDP document does not reflect any ward statistic information.

The 2011 Census Data indicates that the population of the Mthonjaneni Municipality had decreased from 50,382 people in 2001 to 47,818 people in 2011. After the redetermination of municipal boundaries in 2016 and the inclusion of four wards from Ntambanana Municipality the Mthonjaneni municipality now has a total population of 78 883. The 2007 figures indicate a total population of 47,010 which indicates a decline of -6.69% from the 2001 population statistics. When comparing the population growth between 2001 and 2011 a total negative growth rate of -5.25% was experienced.

Population Density

Population densities in the Mthonjaneni Local municipality show a decline in density from the western boundary of the municipality to the eastern boundary of the Municipality. The highest densities are found around Ndundulu which has a density of 150 to 200 people per km².

In particular the northern, southern and central area stretching from the western boundary is primarily sparsely populated with a population density of less than 50 people per square kilometre. The north western boundary of the municipality has a density of less than 10 people per km². Please refer to figure 2 for depiction of the above. Based on the STATSA 2011 census, the figure below indicates the population concentrations within the Mthonjaneni Municipality.

COMPONENT B: POLITICAL AND ADMINISTRATIVE GOVERNANCE

Governance at Mthonjaneni is made up of political and administrative governance. Political governance comprise of elected councillors and council committees. Its role is to play oversight role over administration of the municipality to ensure effective and efficient service delivery. Administrative governance is undertaken through various administrative structures under the leadership of the Municipal Manager.

Corporate Services Section has the following units:

1. Municipal Administration- to manage Corporate Service administration and support services. 2.

Human Resources Services- to provide Human resources services to the municipality 3. Libraries- to library, mobile library and e-library services to local community.

4. Information Technology – to manage the provision of information and communication Technology Services.

5. Public participation and Council Support.

This annual performance report is prepared in terms of section 45 (b) of the Local Government:

Mthonjaneni is a small municipality situated in the north coast of KZN). Mthonjaneni Municipality (KZ 285) is one of the five local municipalities that make up King Cetshwayo District Municipality (KCDM) and consist of 13 wards.

Mthonjaneni municipality has 25 Councillors, with 15 from Inkatha Freedom Party (IFP), 9 from African National Congress (ANC) and one from Econominc Freedom Fighters (EFF).

The registry office works as the hearth of the Municipality which makes it become it’s one of the important pillar. The information is being received, recorded and kept in the office for easily tracking and future use purpose.

The office also has a duty to compile a report for the total number of Files opened. The last update report was on the month of October with total number of 1641 opened files.

The office is responsible for one of the crucial municipal services that generates revenue through hiring of municipal facilities.

In term of Section 16 (1) of the Municipal systems act no 32 0f 2000 instruct municipalities to develop a culture of municipal governance that complements formal representative government with a system of participatory governance where community members are encouraged to actively participate in the affairs of municipality

The office has to enhance public participation in the affairs of the municipality and maintain the good image of the Municipality, by so doing encourage community members to develop a sense of ownership and became chief directors of their development. This will only be achieved through thoroughly engagement, involvement, and consultation of all Community members from all 13 Wards irrespective of their gender, religion and political affiliation.

Public Participation Office in collaboration with IDP Office has managed to ensure that consultative community meetings in all thirteen wards are held for their development programs. The following was the schedule of the community meeting for 2019/20 financial year.

In terms of ward committee policy, all ward committee are required to meet at least once every months. This has been ensured by application of the mechanism of paying stipend per submission of minutes and attendant registers.

Furthermore, ward committee joint meeting were held to enhance the transparency where council decisions are presented to the community representatives. These meeting sit on quarterly basis, however the set for the first two quart due to Covid 19 epidemic. Municipal Respond Task Team is one of council established committees responsible for services delivery based community protest. The committee has a mandate to track and attend community need and coordinates stakeholders to address the community grievances.

COUNCIL SUPPORT OFFICE

The office work close to ensure that the councilors get an assistance to enhance service delivery on daily basis. Among other things this this office coordinates municipal burial indigent support program. The total amount of R 910 000 was budgeted for indigent burial support Grant for 2019 - 2020 financial year. This total amount was set to be divided into
