Bid proposals must be deposited in the tender/bid box located at the Reception Area at the physical address: OFFICE OF THE VALUATOR GENERAL. Only authorized signatories may sign the original and all copies of the tender offer where necessary. In the case of a COMPANY submitting a tender, include a copy of a resolution by its board of directors authorizing a director or other officer of the company to sign the documents on behalf of the company.

In the case of a CLOSED COMPANY submitting an offer, include a copy of a resolution of its members authorizing a member or other officer of the company to sign the documents on behalf of each member. PRICING SCHEDULE FOR APPOINTING A SERVICE PROVIDER TO PROVIDE, INSTALL, CONFIGURE AND MAINTENANCE INTERNET CONNECTIVITY SERVICES AT THE OFFICE OF THE. Note: Failure to provide proof of such authority, if any, may result in disqualification from the bid. In terms of Regulation 6(2) of the Preferential Procurement Scheme, Preference Points must be awarded to a tenderer for reaching the B-BBEE status level of contribution in accordance with the table below:.

If the Contributor's B-BBEE status level has been claimed or obtained by fraud or any of the terms of the contract have not been met, the purchaser may, in addition to any other remedy –. a) to disqualify a person from the bidding process;.

CERTIFICATION

INTRODUCTION AND BACKGROUND

Valuer General's office invites potential service providers with appropriate technical skills and experience to provide, install, commission and maintain effective, reliable telephone and switchboard systems for the above office. The OVG is listed as a national public body in terms of Schedule 3A of the Public Finance Management Act and thus operates as a standalone entity reporting directly to the Minister of Agriculture, Land Reform and Rural Development. The OVG is currently setting up a new IT system and infrastructure to enable the execution and delivery of its business processes.

This includes a move to automate various back-office functions in technology, services and human resources. OVG has signed a Memorandum of Understanding (MoU) with the Office of the Chief Registrar of DEEDS (OCRD) to enable a critical strategic partnership. In terms of the MoU, OCRD provides business support services to OVG, including the use of financial and human resource management systems.

REGULATIONS FOR THE APPOINTMENT OF A SERVICE PROVIDER TO PROVIDE, INSTALL, CONFIGURE AND MAINTENANCE INTERNET CONNECTIVITY SERVICES AT THE OFFICE OF THE VALUER GENERAL FOR A PERIOD OF 36 MONTHS. As a newly established entity, the OVG needs ICT infrastructure and systems, including telephone systems and internet connectivity, that would improve business operations and enable the continuation of operations after the termination of the MoU with OCRD.

OBJECTIVES

INTERNET CONNECTIVITY (BREAK-OUT, FIREWALL AND MANAGED SECURITY SERVICES)

Equipment • Include all necessary equipment and accessories to ensure the required Internet connection speed and quality for all connections. The Internet Breakthrough Router should be able to manage SNMP and export Network Flow/Sflow to OVG network management tools.

SERVICE LEVEL AGREEMENT

Installation and commissioning should be completed within a maximum period of 3 months for the internet connection after obtaining official agreement/purchase order.

Where no TCS is available but the bidder is registered on the central supplier database (CSD), an SSD number must be provided. e) Attach a decision letter authorizing a specific person to sign the tender documents. f) The price schedule forms part of the Terms of Reference and must be completed in full. Note: Any tenderer who does not comply with the above provisions will be considered non-responsive and will therefore not be considered for further evaluation. These points will be added and expressed as a fraction of the best possible score for all criteria.

Company experience: Experience of the firm in the provision of Internet connections (proof of current contracts or reference letter of the previous projects under the client-company letterhead must be attached, e.g. purchase order, appointment letter, completion certificate, etc.). Project leader to be employed in the execution of the contract (specialist skills and experience in the provision and maintenance of internet connection) - please attach (specialist) CVs with skill(s)/experience/qualification(s) for internet connection provision and maintenance. Flexibility in customer service in terms of turnaround times in relation to solving problems that may arise during the execution of the contract, i.e. contingency plan.

Plan stating scope of work, proposed work schedule/duty schedule/work plan with clear deliverables. Bids that do not achieve a minimum of 60 out of 100 points for functionality will be disqualified. Only bids that achieve the minimum qualifying score of 60 on functionality will be further assessed in accordance with the 80/20 preference point systems as prescribed in Preference Regulations 2017. a) The 80/20 preference point system applies to this tender with a boundary value equal to or higher than R30 000 and up to a limit value of R50 million (inclusive of all applicable taxes).

Evidence includes valid B-BBEE status level verification certificates together with their tenders to substantiate their B-BBEE rating claims, with the exception of EMEs and QSEs who are required to submit an affidavit signed by the EME representative and witnessed by a Commissioner of Oaths or B. -BBEE certificate issued by the Companies and Intellectual Property Commission. Public entities and tertiary institutions must also submit B-BSEB status level verification certificates along with their tenders. The points scored for prize must be added to the points scored for B-BBEE status level of contributor to obtain the bidder's total points scored out of 100.

In the event that two or more entrants have scored an equal total number of points, the successful entrant must be the one who has scored the most points for B-BBEE. If two or more entrants have equal points, including equal preference points for B-BBEE, the successful entrant should be the one who scores the highest score for functionality, if functionality is part of the evaluation process. In the event that two or more tenderers are equal in all respects, the award must be decided by drawing lots.
