Last year's Survey (page 2) reported on the United Party's racial federation policy. Wollheim requested permission from the Secretary of Colored Affairs (necessary in terms of regulation under the Colored Rural Areas Act) to address a rally on September 12 at the Colored Reserve of Genadendal. Both are severely disabled due to the arrest or suspension of most of the leaders.

Lulhuli, who was the president general of the ANC in South Africa before it was outlawed. The Prime Minister told the Assembly on 24 April (1) that it was South Africa's policy to remain a member of the United Nations as long as it was considered in the country's interests to do so. In accordance with a Security Council resolution, Secretary-General U Thant appointed a group to investigate ways to resolve the situation in South Africa.

Representatives of the opposition and of the incompetent South African majority must be invited. It was reported in May(0) that the committee had written to the Pope and appealed to him to intervene on behalf of "victims of the racial struggle" in South Africa. After the appeals of the three convicted Africans were rejected, U Thant wrote to the South African government.

I do not believe that such sanctions as are threatened can ever be applied to South Africa. In fourth place, South Africa is too much value for most of the countries in the world that count. With the threat of port closures for vessels trading with South Africa, the shipping companies concerned had to consider the future.

Katzen said South Africa's trade loss would be about 4.5 percent of the value of its exports. On the eve of the elections just before Northern Rhodesia (now Zambia) became independent, Dr. South Africa wrote to the Director-General of the ILO rejecting the proposed program and accusing the Organization.

132 RESEARCH ON RACE The Executive Committee of the organization, at its meeting in May, rejected resolutions aimed at the expulsion of South Africa. The South African government protested to the Director of the International Office of the UPU stating that the measure taken was clearly unconstitutional. Moreover, the resolution was adopted by less than half of the 122 members of the conference.

The British delegate then declared that the previous day's vote was entirely outside the remit of the conference.

Constitution of the Council

The terms of the ministerial circular restricting the activities of African traders in urban Bantu districts were described in last year's survey.^^ In February, the deputy minister approved an interview with 55 representatives from various centers of the African Chamber of Commerce. The minister said (;!) (in order to satisfy himself, of course, about the qualifications of the persons he appointed). The Minister and the Secretary for Colored Affairs will have the right to attend any meeting of the Council and participate in the proceedings, but will not have the right to vote.

After obtaining the approval of the Secretary of Colored Affairs, who must consult the Secretary of the Treasury, the Council will have the right to acquire and dispose of property and to employ employees. The Council will prepare annual estimates of expenditure with the resources allocated by Parliament. But no bill may be introduced in Council except with the approval of the Secretary of Colored Affairs.

The Minister of Colored Affairs said in the General Assembly that the basic legislation on all matters concerned had already been passed by Parliament and could not be changed by the Council. Bills passed by the council must be submitted through the minister to the long-time president, who can either agree or withhold his consent, or refer a bill back to the council for "further consideration in the light of the information and advice that are possible." There will be an executive committee made up of living members of the council: four elected by the council, but the fifth, who will be chairman, will be appointed by the Slate President.

The president cannot also perform the function of the president of the council as a whole. The Executive Committee shall carry out the duties of the Council when it is not in session (except for making legislation), and shall deal with finance, local government, education, welfare and pensions, and colored rural areas and settlements, in so far as these matters affect colored people. The President will be responsible for finances, and responsibility for each of the above matters will be assigned to a member of the Executive Committee.

Through the intervention of the Minister for Colored Affairs, members of the Executive Committee will have direct access to any Minister in the Cabinet. The Act provides that, subject to (the provisions of the proposed Act and all regulations made pursuant thereto, and any standing rules and orders adopted by the Council, "there shall be freedom of speech and debate in the Council". 34; does not relieve a member of the Council of responsibility in respect of anything said or done by him in relation to the Senate, House of Assembly, Provincial Council, Court or Statutory Body, or any member thereof, or officer of the public service, in respect of which, but for the said provisions, he would be liable”.

Union Council for Coloured Affairs

These people were part of Western civilization in South Africa, he said. Holland09' welcomed the extension of the colored franchise to the northern provinces and to women; but he too emphasized that people of color wanted to have full citizenship in the country of their birth. The Conference made a special plea to the Government, asking that, pending the establishment of the Council, it should "keep its hand on all unfavorable conditions at present affecting Indian society.

The first meeting of the provisional National Indian Council was held in Cape Town from 23 to 25 March. According to the official press release, members of the Council were given the opportunity to explain to the Minister of Indian Affairs "various problems confronting the Indian community". Indian leaders were very divided on whether or not to support the establishment of the Council.

The Indian Organisation, '26' felt that the acceptance of the Council .would destroy their hopes of ever being given direct representation. As described in the 1962 Survey^ a 1962 amendment to the Group Areas Act authorized the Minister of Community Development after consultation with the Provincial Administrator concerned to establish consultative or management committees in any Indian or colored group area or areas . He noted that for a century black people had played a direct and active role in the city's municipal government.

The Corporation provided the initial capital of R200 000 for the establishment of the Spes Bona Bank in the Alhlonc Colored township. The Indian Acts Amendment Act resolved an administrative problem regarding the powers of the Minister of Indian Affairs to make regulations dealing with the voluntary repatriation of Indians. When asked about repatriation, the Minister said that during the previous year 12 Indians had made use of the assisted repatriation scheme.

Answering a question in the Assembly on June 9 ("'The Home Secretary said that 301 Indians were granted naturalization certificates during 1963. Various estimates have been made of the share of the national income accruing to non-whites. Some of the calculations are by ihc writer, based on figures provided by Standard Bank.
