Development of the infrastructure for equalizing services, improving and ensuring the accessibility and unity of the city of Ekurhuleni; Increasing democracy and continuous participation of the citizens of the city of Ekurhuleni in the work of governance; and. EMM's actions to date have improved the lives of many people, especially those who have been neglected in the past.

The following is a graphical illustration of the strategic planning framework considered in the planning process of the EMM IDP review. The population density is approximately 1 400 people per km², making Ekurhuleni one of the most densely populated areas in the country and province. During the period from 1998 to 2003, annual economic growth in Ekurhuleni increased steadily and was almost twice the national output growth rate.

There is a skewed distribution of wealth and resources, with most of the wealth in the city still in the hands of a small elite. Income levels in Ekurhuleni are above the national average (which is expected for most urban areas in South Africa) but below the Gauteng provincial average.

One of the most important features of Ekurhuleni Metro is its strategic location in the national and even sub-continental context of Gauteng. Ekurhuleni Metro is further served by a radial network of highways connecting Ekurhuleni to almost all major destinations in South Africa. N17 in Mphumalanga Province, Mozambique and Swaziland, N3 in KwaZulu R26 in Free State and Western Cape Province (Cape Town).

The OR Tambo International Airport (ORTIA) which is the point of entry for almost all foreign visitors to Southern Africa is also located in Ekurhuleni and is a very important feature in terms of secondary activities (manufacturing, warehousing etc.) and is located on a defined and approved service. Note that non-UDB applications that do not meet the criteria are not banned, but special measures apply. The triangular area around the OR Tambo International Airport represents the central focus area for Ekurhuleni.

Due to the proximity to ORTIA, however there will be a limit on the height of the development and the type of development (noise zones) which will be a. The review of the Spatial Development Framework for the three Service Delivery Regions in Ekurhuleni (North, South and East) is expected to be completed by July 2007. The EMF provides a framework that establishes the environmental characteristics of Ekurhuleni in a way that determines environmental opportunities and. SDFs) provide a framework for interpreting the development vision, planning principles and structuring elements of Ekurhuleni. The SDFs developed for Ekurhuleni, at its various scales, should also consider the EMF and incorporate its information.

In cases where Local SDFs in particular generate more detailed information than is currently contained in the EMF, such information should be made available for inclusion in periodic updates of the EMF. The Disaster Management Act (Act 57 of 2002) provides disaster management professionals with a new focus on disaster management. Public scrutiny and adoption of disaster management plans, prior to their implementation, has become a legislative requirement as identified by Section 26(g) of the Local Government: Municipal Systems Act, Act 32 of 2000.

For disasters that cannot be prevented, a disaster management plan plays an important role. The Ekurhuleni Disaster Management Plan is on the attached CD and is marked as an attachment. Municipalities' comprehensive development plans should be reviewed to ensure that strategic priorities as defined in the mandate defined in the mandate are met.
