All members of the musanda who participated in the data collection process. The study mainly focuses on the current system of providing public services of the government and the role of the institution of musanda in this process.

INTRODUCTION

Introduction

The Constitution of the Republic of South Africa fully recognizes the institution of musanda and the role this institution should play in providing services to the community. According to the Traditional Leadership and Governance Framework Act 41 of 2003, the institution of musanda and mahosi are part of the leadership structure that.

Research problem

The introduction of the Thulamela local municipality appears to have brought uncertainty to the institution of the musanda's governing power and responsibility for their communities, and they feel threatened that the communities may not recognize them as they used to before the introduction of Thulamela Local. Commune. While on the other hand, Thulamela local council structures, including ward councilors, perceive the institution musanda as being resistant to development changes.

Research aims and objectives

The problem seems to be the division of power between the institution of Musanda and the municipal structures in terms of the decentralization of services and the delivery of public services as a whole. This is because there is a perception that the approach of ward councilors to the coordination of community meetings is not in line with the expectations of how community meetings are coordinated by the institution Musanda through their relevant structures.

LITERATURE REVIEW

The Historical background of the South African Local Government

Equally important is the history of resistance to apartheid at the local level and of struggles against local government (Department of Provincial and Local Government 2008). The national debate on the future of local government took place at the Local Government Negotiating Forum, alongside the national negotiations.

The institution of musanda during the former Venda Homeland and

The above principles form the center of conflicts and tensions between the institution of Musanda and the Thulamela Local Municipality. The government seems to have succumbed to the above pressure exerted by the institution of musanda and mahosi.

The importance of the institution of musanda in providing services to

The views of the institution Musanda and Thulamela local municipality are clearly contradictory. Stakeholders should first build trust between the institution of musanda and mahosi and Thulamela local municipality. This research recommends an operational model between the institution of Musanda and Thulamela local municipality.

The institution of musanda and decentralization of public services

The implementation of policies governing the institution of musanda

These commissions were formulated through the institution of musanda, while the meeting place was Khoroni ya musanda. The main contributions to the draft law were related to the role of the institution of musanda in a democratic system of local government. This research aimed to analyze the position, place and role of the institution of musanda in Thulamela Local Municipality with the provision of current government public services.

THEORETICAL FRAMEWORK

Theoretical Framework

In other words, the researcher has a clear understanding of the cultural background of the institution of musanda and vhuhosi in Thulamela Local Municipality. Asante states that Afrocentricity serves to establish the subjective place of Africans and destroy conformity with European ideas and the concept of Africans (Asante, 1988:6). The researcher confirms and agrees with Asante (1988:8) on the discussion of Afrocentricity as a statement that serves to destroy conformity with European ideas and the concept of Africans.

Definition of the Afrocentric approach

This framework seeks to find a way to destroy conformity with the Eurocentric approach to public service delivery and adopt an African approach that can result in African people accepting or benefiting from government public service delivery and decentralizing services without fear of extinction. of their culture. and a government that undermines their cultural values. Afrocentricity answers the question by asserting the central role of the African subject within the context of African history, removing Europe from the center of African reality. If the process is successful, the renewal of the people would create a new reality and open another chapter in the liberation of African minds.

Asante’s five general characteristics of the Afrocentric method

According to Asante (1998) "the aim has always been to create space for conscious people. In this case there is a critical analysis of the institution of Musanda and how it relates to Thulamela Local Municipality in terms of public service delivery to the local area. The third attribute directly affirms the entire field of critical analysis of the musanda institution and allows the researcher to intersect ideas with actions.

DATA COLLECTION

Description of study area

Research design and methodology

The research was conducted to provide an analysis of the institution of musanda and mahosi within the Thulamela Local Municipality in accordance with the current public service delivery system. This study adopted a narrative format in terms of defining the institution of musanda. Parahoo (1997) describes a research design as a "plan that describes how, when and where data are to be collected and analysed". 2001) defines a research design as "the researcher's overall plan for answering the research question or testing the research hypothesis."

Research population and sampling

Again this provided comfort and confidence in answering each question as they are engaged in the activities related to the proposed questions in the same offices all the time. Although these interviews were conducted in the natural environment of the respondents, travel costs were very high due to the fact that these institutions were far apart in different misanda. Some of the interviews took place in the Malamulele area, while others took place in Vhuri-Vhuri, Xigalo, Mhinga and Shanzha, areas that are far apart.

Questions for data collection

There is a need to strengthen the relationship between the institution of Musanda and Thulamela Local Municipality in terms of public service delivery to the local communities. The Musanda Institution should act as a conveyor belt between the local community and Thulamela Local Municipality. For now, I will not say that there are relations between the institution of Musanda and Thulamela local municipality.

The provision and decentralization of services have always been marked by conflicts between the local municipality of Thulamela and the institution of musanda. These are some of the consequences of a conflict between the local municipality of Thulamela and the institution of musanda. This is because there is no working model that encompasses both the structure within the institution of musanda and the Thulamela local congregation.

CONCLUSION AND RECOMMENDATIONS

Discussions of Research Findings

  • Conlusion Remarks

The position, roles and powers of the institution of musanda towards

To analyze the institution of musanda in the Thulamela Local Municipality and determine what role this institution can play in the current public service delivery. To determine the effect of conflicts between the Thulamela Local Municipality and the institution of musanda on public service delivery. It is therefore important and recommended that the Thulamela Local Municipality observe and recognize structures including management structures within the institution of Musanda.

The Institution of musanda in administering justice and crime

Again it is important that these partnerships are guided by the principles of collaborative governance, which may also allow the institution of musanda and mahosi to enter into a service delivery agreement with Thulamela Local Municipality. It is also recommended that the relationship between Thulamela Local Municipality and the institution of musanda be strengthened so that there are no challenges in dealing with crime around Thulamela Local Municipality area. The unfortunate part of the 2003 Act is that it is silent on the provision of a framework for corporate governance between the musanda institution and Thulamela Local Municipality structures on matters of crime prevention and crime fighting.

The importance of the institution of musanda in decentralization of

This is an indication of how the institution of musanda is being undermined by the Thulamela Local Municipality on matters of land ownership and land administration. Compared to the Thulamela Local Municipality structures, the institution of Musanda's meetings and gatherings are fully attended and it is not difficult to make a decision. For this research, the development role of the Thulamela Local Municipality must be characterized by the maximum cooperation and collaboration between the institution of Musanda and the Thulamela Local Municipality structures.

Executive summary of the proposed recommendations

That the Thulamela Local Municipality respects the wishes and plans of the institution of Musanda in relation to allocation and land for residential purposes and actively tries to work together so that they can limit conflicts to the minimum. It is important that the Thulamela Local Municipality listens to the plans of mahosi before improving any land or allocating any land for a specific use. However, the Thulamela Local Municipality must also take into account the advice of the institution of Musanda regarding the status of land that the municipality intends to develop, for example sacred or ancestral areas.
