The local community should be given notice of the details of the process it intends to follow. The Process Plan is a management tool for each municipality (local and district) that helps manage the IDP process on a day-to-day basis. Some sections of the Process Plan and Framework are identical, others are only required in one of two documents ( compare diagram 1).
Ensure that all local issues within the jurisdiction and functions of the district municipality are taken into account in the planning process. Assume and bear responsibility for the overall management, coordination and monitoring of the planning process, ensuring that all relevant stakeholders are properly involved. The Vhembe District Development Planning Forum will focus on intergovernmental development planning and facilitation under the Intergovernmental Relations Framework Act no. 13 of 2005 between the district, local municipalities, state-owned enterprises and the sector department in the district.
The District will once again perform a secretariat function and therefore take on the responsibilities of convening meetings and recording the proceedings. To move away from working in silos by departments and municipalities to ensure synergy/linkage between the IDPs, ROR and LEDs of the municipalities and the PGCE;. Coordination and alignment of the strategic and performance plans and priorities, objectives and strategies of sector departments and municipalities within the district.
Facilitating the establishment of a framework for in-depth consultative district planning processes and IDP meetings of local municipalities and follow-up feedback sessions.
IDP Representative Forum
The meetings of the Forum of IDP Representatives will be held according to the schedule attached to the process plan. Special meetings of the Forum of IDP Representatives will be convened when the need arises and at appropriate times. Regular and special meetings of the Forum of IDP Representatives will be held in the places determined by the IDP Steering Committee.
Members of the IDP Representative Forum will be registered and encouraged to send the same people as nominated by the organization to develop consistent flow of information, debates, decisions and feedback. Invitations, Notices and Agendas of IDP Representative Forum will be drawn up, compiled and circulated to stakeholders by the secretariat not less than 7 working days before the meeting. Members of the IDP Representatives Forum will be encouraged and encouraged to hold consultative and feedback meetings with the structures and constituencies they represent to get their input and communicate feedback reports from IDP Representatives Forum for Further Mandate.
In terms of decision-making, the decisions of the IDP Representative Forum will be based on the simple majority principle when necessary. In the event that a dispute arises over the decision of the IDP Representative Forum, the dispute will be referred to the IDP Steering Committee for technical investigation and resolution.
IDP Clusters
The control and administration cluster will be constituted by government departments and will reflect partnership of the private sector, provincial and local government and organized labor representatives in the Vhembe jurisdiction for proper coordination of projects. The Cluster will be bound by the provisions of the Intergovernmental Relations Framework Act, No 13 of 2005 with the main aim of promoting collaborative governance.

Anyone who anticipates changes to this memorandum regulation or the activity plan must first request an exemption from the mayor and the municipal clerk. Such an exemption must be requested in writing from the mayor and the municipal clerk within seven working days. Only the Council is given the authority to amend and amend this IDP process plan.
